(1312) Provider and Patient Perspectives on the Impact of Oxygen and Energy Scarcity: AIRS

Introduction: Access to reliable energy and medical oxygen is crucial for effective healthcare but remains limited in low-middle-income countries (LMICs) impacting patient care and outcomes. Healthcare personnel can offer critical insights into barriers and facilitators of solutions. Understanding their needs and concerns can lead to tailored, sustainable improvements. This study captures healthcare personnel perspectives at FJ Grant Hospital, Liberia, through interviews, aiming to develop effective solutions to enhance healthcare delivery.

Methods: This qualitative interview study was conducted at FJ Grant Hospital, in rural Liberia in May 2024. Interviews captured perspectives of key stakeholders. Semi-structured interviews, lasting 5-20 minutes, were recorded, transcribed, and uploaded securely. An interview guide was developed based on similar literature. Transcripts were analyzed using MAXQDA (Version 24). Thematic analysis involved familiarization, coding, theme development, and final reporting. Inter-coder agreement was established through independent coding and consensus discussions.

Results: The study identified themes reflecting challenges and impacts of oxygen therapy at FJ Grant Hospital. "Current Oxygen Delivery Devices" highlighted issues with availability and functionality. "Operational and Resource Challenges" covered power outages, resource deficiencies, and transport issues. "Preparedness and Response" emphasized staff readiness for emergencies. "Employees and Patient Perception" encompassed project significance and resource reallocation. "Operational and Emotional Impact" addressed stress on staff and families. "Healthcare Impact and Patient Outcomes" examined effects on patient mortality and morbidity.

Conclusions: The study identified themes highlighting various challenges and impacts of oxygen therapy. The hospital relies on oxygen concentrators and cylinders, but frequent power outages and insufficient functional units hinder therapy. Operational challenges include reliance on diesel generators and financial constraints, impacting continuous care delivery. Staff readiness for emergencies varies, emphasizing the need for proper resources and training. The study underscores the critical need for reliable oxygen and electricity to improve healthcare delivery and patient outcomes.
